leaving one to want to discern hidden messages-- and which also seems to possess a great sense of urgency in communicating them

I’d guess it dates from second half of the 19th century

I've not been able to find another sign like it

I've done a fair bit of searching and can find no exact likeness, but turned up a couple of references, the most useful a c. 1863 Copeland (British) basic and pitcher with hand painted
